Huang Xiaozhou Executive Vice Mayor
Huang Xiaozhou, male, Han nationality, born in May 1964, member of the Communist Party of China, a postgraduate, holds dual master degrees in economics and business administration (MBA). Huang currently serves as member of the Standing Committee of the CPC Xiamen Municipal Committee, deputy secretary of the Party Leadership Group and executive vice mayor of Xiamen Municipal Government.
Responsibilities
Huang is responsible for the executive work of the municipal government and is in charge of work related to development and reform, finance and taxation, investment promotion, emergency management, state-owned assets, statistics, finance, administration examination and approval, big data, key projects and pairing assistance. Huang also assists the mayor in auditing-related work.
Huang oversees Municipal Development and Reform Commission, Municipal Bureau of Finance, Municipal Bureau of Emergency Management, State-owned Assets Supervision and Administration Commission, Municipal Bureau of Statistics, Municipal Financial Regulatory Bureau, Municipal Bureau of Administration Services, Municipal Bureau of Big Data Management, Investment Promotion Office, Major Projects Construction Headquarters Office, Flood Control and Drought Relief Headquarters, and Forest Fire Prevention Headquarters. Huang also assists the mayor in charge of Municipal Bureau of Audit.
Huang is in charge of liaison with the Standing Committee of Xiamen Municipal People’s Congress, Xiamen Municipal Commission for Discipline Inspection and Supervision, Reform Office of the CPC Xiamen Municipal committee, Audit Office of the CPC Xiamen Municipal Committee, Military-civilian Integration Office of the CPC Xiamen Municipal committee, Xiamen Tax Service of State Taxation Administration, Xiamen Centre Sub-branch of the People's Bank, Xiamen Office of the China Banking Regulatory Commission, Xiamen Office of the China Securities Regulatory Commission, Xiamen Regulatory Bureau of the Ministry of Finance, Survey Office of the National Bureau of Statistics in Xiamen, banks, insurances, securities and other financial institutions, Xiamen National Accounting Institute, State Grid Xiamen Power Supply Company, Liaison Offices of Local Governments in Xiamen, Xiamen Fire and Rescue Detachment, and Tong’an District.
