Liao is responsible for education, human resources, social security, public health, supervision and regulation on pharmaceutic products and medical instruments, sports, medical insurance, women and children, and spiritual civilization construction in government systems.

 

Liao oversees Municipal Bureau of Education, Municipal Bureau of Human Resources and Social Security, Municipal Health Commission, Municipal Bureau of Sports, Municipal of Medical Security, Municipal Bureau of Disease Control and Prevention, Office of Municipal Patriotic Health Campaign Committee, Municipal Working Committee on Children and Women, Red Cross Society of China Xiamen Branch, and Xiamen City University.
