The General Office of Xiamen Municipal People's Government


The main responsibilities of the General Office of the Municipal Government 

1. Being Responsible for organizing conferences and important activities relevant to Xiamen Municipal People’s Government (hereinafter referred to the Municipal Government), and assisting the leaders of the Municipal Government in organizing the implementing the decisions agreed upon at conferences. 
2. Assisting the leading officials of the Municipal Government in organizing the drafting and reviewing of the official documents issued in the name of the Municipal Government or the General Office of Xiamen Municipal Government ((hereinafter referred to the General Office), and undertaking the work of handling the official documents from the Central Committee, the State Council, ministries and commissions of the State Council, the provincial party committee and government and departments of the Municipal Government.
3. Studying and researching the issues that district governments, the authorities of the Municipal Government have submitted to request instructions from the Municipal Government, and then putting forward review opinions to the Municipal Government officials for examination and approval.
4. Being responsible for overseeing and inspecting the district governments and the municipal administrative organs in their implementation of decisions agreed upon by the Municipal Government as well as the instructions and directions from superior leaders, and then reporting to the Municipal Government officials on a timely basis. Being responsible for coordinating, supervising and tracking the implementation of the resolutions and decisions made by Xiamen Municipal People's Congress and its Standing Committee and the deliberative opinions made by the Standing Committee of the Municipal People's Congress. Dealing with, assigning and supervising the proposals and deputies’ suggestions of the People’s Congress and the proposals from CPPCC at national, provincial and municipal levels.
5. Being responsible for performing the liaison and coordination work with relevant authorities as delegated by the Municipal Government, such as municipal administrative organs, central and provincial authorities in Xiamen, station troops, etc. If necessary, put forward review opinions to the Municipal Government officials for examination and approval. 
6. Advancing law-based administration of the General Office and following up relevant legal affairs. Undertaking the examination of the legality of normative documents issued in the name of the General Office.
7. Studying and reporting on a timely basis, and putting forward measures to the Municipal Government officials for scientific decision-making as delegated by the Municipal Government.
8.Being responsible for performing duties of the Municipal Government and ensuring the leading officials of the Municipal Government and the General Office of Fujian Provincial People’s Government keep up to date with significant information.
9. To be responsible for promoting, instructing, coordinating and supervising the disclosure of citywide government information and government affairs. 
10. To be responsible for the receiving and delivering of documents pertinent to the Municipal Government, and the construction and management of government information and government-related website .
11. Fulfilling other tasks assigned by the Municipal Party Committee and the Municipal Government.
 
There are 16 working bodies under the General Office of Xiamen People’s Municipal Government
 
1. General Research Section. Organizing the drafting of such documents as the Report on the Work of Xiamen Municipal Government and mayor's important speech at municipal conferences. Drafting or reviewing the comprehensive reports that would be submitted to superior departments or leaders as well as the keynote reports concerning major issues. Assisting in conducting applied research and summarizing for the reference of leadership decision-making.    
2. Secretariat I Section. Being in charge of the conference minutes and memoranda concerning the executive meeting of the Municipal Government and Mayor’s Office Meeting. Being responsible for the routine affairs of such vital municipal meetings as Plenary Session of the Municipal Government. Assisting the Municipal Government in arranging the conference of the Party Leadership Group and keynote meetings. Coordinating the investigation and research of the main leaders of the Municipal Government. Receiving provincial principal leaders visiting Xiamen and make arrangements for them on their business trips to Xiamen. Implementing the work cooperation system of the municipal government leadership.
3. Social and Economic Section Ⅰ. Undertaking the documents exchange, conference arrangement, supervision and research relating to natural resource and planning, construction, urban management, administrative law enforcement, housing security and housing management as well as municipal gardening and greening.
4. Social and Economic Section Ⅱ. Undertaking the documents exchange, conference arrangement, supervision and research relating to development and reform, finance and taxation, state-owned assets, statistics, finance, administrative examination and approval.
5. Social and Economic Section Ⅲ. Undertaking the documents exchange, conference arrangement, supervision and research relating to emergency management, agriculture and rural areas, water conservancy, marine development, meteorology, marine forecast and improvement of rural living environment.
6. Social and Economic Section Ⅳ. Undertaking the documents exchange, conference arrangement, supervision and research relating to industry and informatization, science and technology, human resources, social security, ecological environment, transportation, ports and high-tech zones.
7. Social and Economic Section Ⅴ. Undertaking the documents exchange, conference arrangement, supervision and research relating to foreign trade and economic cooperation, investment promotion, trade circulation, cultural tourism, press and publication, cultural relics, construction of pilot free trade zone, foreign affairs, Hong Kong,Macao and overseas Chinese affairs, Taiwan affairs, market supervision, food and drug safety, intellectual property rights, quality supervision, ports, trade promotion, conferences and exhibitions, and protection of Gulangyu cultural heritage.
8. Social and Economic Section Ⅵ. Undertaking the documents exchange, conference arrangement, supervision and research relating to education,ethnic and religious affairs, health, auditing, sports, medical insurance, women and children, red cross society, and spiritual civilization construction of government system.
9. Social and Economic Section Ⅶ. Undertaking the documents exchange, conference arrangement, supervision and research relating to public security, civil affairs, justice, retired military affairs, double support, civil defense, government authorities affairs, disabled persons' federation, arbitration, public complaints and visits, confidentiality, law-based city governance, law-based administration, anti-smuggling, national security, courts, procuratorate, maritime courts, troops stationed in Xiamen, and armed police forces.
10. Information Section (also called Office of Government Information). Provide guidance on the information construction of citywide government affairs. Collect, compile and process relevant information and edit government-related publications.   
Be in charge of filing the government information to the General Office of the Provincial Government and the General Office of the State Council. Conduct construction and training for citywide governmental website. Be responsible for promoting, guiding, comprehensively coordinating, supervising and appraising the citywide website construction. Take charge of the construction and administration of municipal website. In charge of the construction, management and maintenance of the office automation system of the General Office. Be accountable for the construction and management of office network linking to the General Office of the State Council and the General Office of the Provincial Government. Be responsible for promoting, instructing, coordinating and supervising the disclosure of government information and establish a sound system thereof. Deal with accusations and complaints concerning citywide government information release. Promote, guide and coordinate information disclosure of municipal public enterprises and institutions.
11. Messages Section. Deal with documents exchange and provide guidance to citywide inter-government correspondence. Process official documents of the Municipal Government and the General Office. Be responsible for the daily operation, organization and coordination, supervision and management, training and guidance of official documents within citywide government system. Formulate rules and regulations for official documents processing within government system as well as the relevant normative requirements. Undertake the registration and sub-handling of the municipal main leaders' approval documents. Be responsible for the review, archive, confidential, files and seals of documents issued by the Municipal Government and the General Office. Take on the work of the Leadership Group Office for confidentiality. Be responsible for government information disclosure of the General Office and other government information disclosure upon application. Be responsible for editing and issuing the Communiques on Xiamen Municipal People's Government.
12. Policy and Regulations Section. Promote the legal construction of government organs and the routine law-based administration. Deal with law-related affairs. Undertake the examination of the legality of normative documents issued in the name of the General Office. Be responsible for the pre-examination and pre-inspection of the policy documents to be studied at the municipal executive conferences. Engage in the study of major administrative decisions as required by municipal leaders, the clearing of normative documents of municipal government and the cases related to municipal government information disclosure.
13. Supervision Office of the Municipal Government. To supervise and inspect the implementation of major decisions and deployments made by the Municipal Government as well as decisions agreed upon at significant conferences. To organize and carry out major special inspections. To be responsible for inspection, supervision and prompt feedback of the implementation of municipal senior leaders' important instructions. To be responsible for the resolutions and decisions made by the Municipal people's Congress and its standing Committee. To coordinate and urge the completion of the opinions deliberated at the meeting of the Standing Committee of the Municipal People's Congress, and follow up the feedback. To be responsible for the supervision and assignment of the motions and suggestions of national, provincial and municipal people's congresses as well as CPPCC’s proposals undertaken by the Municipal Government. To organize and draw up supervision system and guide the supervision work of citywide government system.
14. Duty Room of the Municipal Government. Be responsible for the duty work of the Municipal Government and report immediately if there is any important situation. Be accountable for the work ranging from conveying, inspecting to the provision of feedback on the implementation of the instruction and direction made by the Municipal Government. Inspect and guide the districts and authorities in the course of performing their duties. Coordinate and guide the on-duty website construction of the municipal government system. 
15. Reception Section. Receive senior officials and delegations visiting and investigating Xiamen, including delegates at or above vice-ministerial level from the State Council and the state administrative organs as well as those vice-provincial level from Fujian Provincial Government or other provinces (autonomous regions and municipalities directly under the Central Government), and make arrangements on their business trips to Xiamen. To be responsible for the on-site organization and coordination of official reception activities of municipal leaders.To perform the reception and liaison work of municipal leaders attending foreign affairs. To fulfill other reception-related tasks assigned by the leaders of the Municipal Government.
16. Human Resources Affairs Section. To be responsible for the establishment, personnel organization, administration services of the General Office. To be responsible for the appointment and removal, deployment, education and training of cadres within the permission of cadre management.
Party Committee for Municipal Organs. To be responsible for party and mass work of government organs.
Retired Veteran Cadres Section. To be responsible for the administration of retired cadre and personnel.
